The <title> you found is just as valid, as it's the (often shorter but clearer) alternative title that ProPublica offers to search engines and the browser tab. In the interest of not letting my title choices be confused for a website's A/B testing (which ProPublica might not do) and because I don't know which disclaimer to write for ProPublica's alt titles, I usually punt the responsibility of whether to use the alt titles to the HN mods.

Was going to suggest title change too; Nothing particular about Data Recovery, clearer that it's a cybersecurity/ransomware scheme etc
