I got to the part about policing helps, then bailed out. I don't believe that based on every interaction I've had with police has been bad. Had a car stolen, first words out of the cop were "oh, you're never getting that back". Stolen bikes, garage break in to steal tools, same thing. Shrugs and tickets.
