The graduate student union negotiated that undergraduate TA’s also get proportional tuition credit so hourly cost to the department is quite high.

At the end of the day, it’s the taxpayer who is on the hook for paying underpaid TAs far more than what you would expect the market clearing price to be for a CS job for someone without work experience.
